In recent times we have experienced intense social and political upheavals in various Latin American or Ibero-American societies and countries, and although there are different circumstances, it is evident that in all of them the weakness of the party system, the institutional breakdown, the crisis of the rule of law, coincide. manifested both in the little or no independence of the judicial branch and the violation of the separation of powers, with a predominance of the executive branch over the other powers of the State. Added to all of this is a greater awareness of the profound inequalities that exist in such societies, and of the abuse of power, widespread corruption and that presidentialism, in the superlative, that wants to control everything and distrusts any transfer of power or sovereignty, such as undermining its monopolizing role in any sphere of authority and control function.
