The paper presents the English Constitutional background. In England there is no written Constitution, with rigid formulas for amendment, as elsewhere in Europe. The paper presents a historical outline of this tradition, including remarks about the direct legacy of England's constitutional history, that is, the North-American constitutional tradition.
