A Prioridade dos Direitos Civis Básicos para o Liberalismo

O presente trabalho analisa um problema conceitual existente na tradição liberal, a da possibilidade de podermos afirmar que existe uma tradição liberal unificada, e não somente posturas políticas diferentes que carregam o mesmo nome. Se baseando em John Stuart Mill e sua abordagem histórica-conceitual, será afirmado que o liberalismo tem em seu cerne a defesa dos direitos civis básicos. Além disso, com a possibilidade de dividirmos uma teoria política entre uma teoria das instituições e moralidade política será argumentado ao fim deste trabalho que uma teoria liberal é a que possui direitos civis básicos como princípios políticos constitutivos.
