State Corruption and Its Impacts On Democracy and The Economy

Abstract

This paper discusses how institutionalist literature, especially in political science, deals with the deleterious impacts produced by state corruption on the functioning of democracy and the performance of the economy. Until the 1960s, as Samuel Huntington claimed, it was believed that some level of state corruption was admissible as necessary to promote the economic development of each country. Over time, however, research has modified this understanding and started to indicate that state corruption simultaneously contributes to the erosion of democratic institutions, as well as blocks sustainable economic development. The discussion becomes relevant when it is observed that in Brazil the Lava Jato Operation is in frank retreat, mainly due to recent decisions of the Federal Supreme Court.  Through this study, it was concluded that there is a lack of collective consensus on the subject under scrutiny, which can affect the change in the trajectory dependent on a bureaucratic-patrimonial past.
